Theory of Change and Evaluation Systems Development
A Focus on Outcomes
ORS works with clients to create a clear focus on desired outcomes as part of strategic planning, outcome-based grantmaking and ongoing measurement systems. This results-oriented work adds value for nonprofit organizations, government agencies and cross-system partnerships by building accountability and an evaluation framework into the front-end of program design. It provides a basis for our clients to create compelling, achievement-focused, accountable and realistic efforts.
We approach this work with various tools and techniques, including theory of change development, outcome maps, logic models, “so that” chains and measurement frameworks.
Using theory of change: A term used commonly by funders and nonprofits, theory of change typically describes the conceptual model for achieving a collective vision. It addresses the set of linkages among strategies, outcomes and goals that support a broader mission or vision, along with the underlying assumptions that are related to these linkages (i.e. “If we implement these strategies, why do we expect these changes will occur?”).
Theories of change provide a high-level lens for accountability and learning as well as aid planning and communication. ORS uses them as an integral part of outcome-based planning, evaluation and strategy development. Although a theory of change results in a concrete product, the process for developing this theory of change is equally as valuable as its physical documentation.
Developing monitoring and evaluation systems: ORS develops monitoring and evaluation (M & E) systems or advisory services for philanthropic and other clients who provide funding. We work with clients to create systems that support their individual needs, from adaptive management (including frequent assessment, reflective learning, and using an evaluation lens to guide decisions and actions) to high-level and rigorous evaluation to support investment decision to internal accountability and reporting. ORS brings frameworks to bear on M&E planning work that can be helpful for categorizing measures and ensuring that the system provides the right kind of information for their key audiences.
