ORS
has produced a number of our own real-world guides to evaluation,
including “Outcomes for Success!,” “A Field Guide
to Outcome-based Program Evaluation” and “How to Manage
and Analyze Data for Outcome-based Evaluation.” We have also
tailored our guides to specific needs of organizations. For example,
we prepared a data collection guide for the United Nations
to support its results-based budgeting efforts. We have recently
created a number of manuals for the Annie E. Casey Foundation
related to neighborhood transformation work and its advocacy and policy
initiatives. These
guides relate to developing a theory of change and (2) documenting
influence and leverage, and (3) measuring and policy efforts.
