ORS has facilitated public and private funders in the development
of specific outcomes and performance measures to guide budgets,
contracts and grant programs. This planning work engages in a participatory
planning process to identify outcomes, indicators and/or
performance measures that serve as the basis for budgets, contracts and
grant programs. This work can be approached in many different ways—for
example, results-based budgets, theory of change development, outcome
menus and/or specific performance measurements.
