ORS has worked with government agencies, foundations, nonprofit organizations
and cross-system collaborations of public and private funders to guide the development
and implementation of Outcome-based strategic plans. This work departs from traditional
funding approaches by framing the planning process in the selection of core outcomes. The
strategy selection, resources and action planning are guided by these core outcomes. This
results-oriented approach to planning builds an accountability and evaluation
framework into the front-end of planning and provides the basis for compelling,
achievement-focused, accountable and realistic plans.
