ORS has expertise and experience designing and carrying out a wide-range
of evaluation research studies. Our approach is based on the principles
of empowerment evaluation. This involves a process where evaluation strategies
are developed in collaboration with the individuals who are invested
in the data. The result is an evaluation plan that can serve as a powerful
tool for both accountability and program improvement.
“Second Generation” Evaluation
System Development
Over the past decade, Outcome-based evaluation
has become de rigueur for many public agencies and
nonprofit organizations. However, after years of implementing their
evaluation systems, many organizations are now interested in reviewing
the purpose and utility of their outcome evaluation work. Recently,
ORS has provided coaching and consultation to several organizations
in the development of “second generation” evaluation
systems. As a result, organizations might refine and adjust their
evaluation systems to ensure that the data collected
is of maximum usefulness, develop or enhance processes
for effectively communicating data and evaluation findings to a variety
of audiences, or situate their work within a broader community change
context through development of outcome maps or a theory of change.
